Isorecorder is a free tool for Windows XP and Vista that can perform the following transformations:
CD/DVD -> ISO Image
Directory Tree -> ISO Image
ISO Image -> CD/DVD (DVD only on Vista)
Especially  the latter is a great equivalent to the ease of use that dd brings on Unix.
